Animate position of filter

I know it's simple to animate the amount of any given filter, but lets say you have a filter on a specific region(Rectangle) of the stage.

How would you animate(tween) the position of this filtered area?

I'm not so sure that is possible or that I understand the question. Can you provide a rough example of this effect somehow, perhaps using the Flash timeline as opposed to scripted animation?

 

Even if you could clarify how you are applying a filter to a specific region of the stage, it would help us assess how possible it is to animate it with GSAP.

 

Just want to make sure the effect is possible in Flash before trying to figure out how it would be scripted.
