Is gsap able to achieve this effect?

Hey derr and welcome.

Sure, GSAP can do that quite easily. The more difficult part is the CSS side of something like this - you will need to mess with transforms a good bit to get it to have this functionality. I recommend using your browser's developer tools to see the types of CSS that they are using. Once you understand how they are doing it you should be able to create the same type of thing yourself.
