When do you need to/should you use the css:{} object in tweens?

For example...

TweenMax.to(obj, 1, {autoAlpha:0});

vs

TweenMax.to(obj, 1, {css:{autoAlpha:0}});

Trying to cut down on the amount of code I have to write :)

Simple answer: almost never.

The performance gain from wrapping your own css:{} is minimal and I doubt you'd ever notice any difference whatsoever in real-world projects. The only other time it's useful to declare is when you're trying to tween non-css AND css properties on the same element in the same tween (extremely rare...in fact, I don't think I've ever done it). That'd allow you to tell the engine which properties are which.
