You can use the set() method to set the initial x and y:

 

Example:

Use like so:

// set initial drag position
TweenLite.set("#dragme",{x:30, y:30});

I forked the

See the Pen irzvd by GreenSock (@GreenSock) on CodePen

and added the set() method to it.. fork the example and edit to your needs.

Just adding to Jonathan's great answer.

 

If for any reason you want to change the instance target's X and Y after it was created, and you need that new values passed to the instance you can do it with the update() method:

// after you've created the instance and changed the target's property values
// call the update on the instance in order to get the target new values
Draggable.get( $("#dragme") ).update();

// get() returns the draggable instance for the element with dragme ID
