If you look at the below link you will find an example that the mighty Carl Schoof has made on how to use GSAP.

 

See the Pen kqAfn by GreenSock (@GreenSock) on CodePen

 

You will see how that code is separated into JavaScript, CSS and HTML. And if you click the Share button you can download his example and look at the files locally on your computer, and see how the file are setup.

And if you look at other examples on the GreenSock Codepen you will see more examples from the great Jack and Carl.. Also some learning examples on the site: http://www.greensock.com/learning/

 

You can use any code editor, like brackets, notepad++, or dreamweaver, etc... to write the code yourself. Or you could check out html5maker.com for a GUI drag and drop interface, but it is limited. I prefer to write it from scratch so you can have more control of what you create.

In addition to Jonathan's great advice, I'd also suggest going through the Jump Start and start experimenting with one of the Jump Start Codepen demos: http://codepen.io/collection/ifybJ

 

Keep the docs handy and start slow.

 

 

Some other programs to look into are WebStorm and SublimeText. 

 

Whatever you currently use for website development should work fine.

And yes, your creations will most often be a combination of HTML, CSS and JavaScript files.

There isn't anything that is published or compiled like in the Flash world.
