Is there a way to create a 360 degree view (Panaromic view) using actionscripts 03? Please advise.

Yes there is, but this isn't the right forum for that sort of thing. I'm not familiar with a particular tool/solution to recommend, but give Google a shot and I bet you'll come up with a few options. Let us know if you find something good please.
