I wonder how can I make this demo work also when user scrolls up. 

(This is like a stepper)

But what if I want to move elements to previous position when user scrolls up?

Yep. One issue is that you are animating your triggers, so that's going to mess ScrollTrigger's calculations. ScrollTrigger doesn't constantly check to see where your triggers are. It only does that once per refresh.
