You could probably animate a gradient or animate blurred circles around. Give it a shot, and if you get stuck, post a demo and we nudge you in the right direction.

Are you asking how to make that with GSAP? GSAP is an animation engine. You use GSAP to animate something you've already created e.g. html, svg, WebGL objects.

 

GSAP wouldn't be of much use in that demo anyways as all the animation is done inside the shader.
