Price estimates please

My designers are asking for cost estimates to include a responsive opening animation sequence similar to https://www.cellag.org/ 
Specifically the Bubble filling behind the text and the leaves / clouds moving in the cityscape.

It is likely this site will be built using Oxygen Builder / Wordpress ... 
We don't have the contract to build the site yet just after a rough price to include in our proposal.

These are two very different effects. The bubble loader can be done in code using SVG or canvas. The clouds in the cityscape are a part of the video. You're talking about two completely different types of animations that likely need their own specialists.
