You should be able to do this yourself using the resources that we have provided above. We can't do all of the steps for you as we have other things to do.

 

If you have a specific issue that you're running into let us know and we can help with that issue.

Yep, you can use DrawSVG and a mask to animate the dotted line and animating on scroll should be pretty easy by allowing ScrollMagic to hijack the tween. We're more than happy to help if/when you get stuck. Please post an updated demo to show your progress and any new questions.
