Don't dragClickables...

 

Draggable.create(document.getElementById("wrapper"), {
  type: 'x',
  // dragClickables: true,
  throwProps: true,
  bounds: document.getElementById("container")
});

 

And set your labels as clickable...

 

<li key="1"><label data-clickable="true"><input type="checkbox" onChange={this.handleChange}/>Check1</label></li>
<li key="2"><label data-clickable="true"><input type="checkbox" onChange={this.handleChange}/>Check2</label></li>
<li key="3"><label data-clickable="true"><input type="checkbox" onChange={this.handleChange}/>Check3</label></li>
