Hi I was browsing the GSAP facebook page and was wondering how this liquify effect is achieved on scrolling?

Looks like they're using three.js and some displacement maps.

I don't know if there are any examples using three.js, but @OSUblake has several posts about displacement maps and Pixi.js.
