Welcome to the forums. 

 

Like Dipscom, I'm a bit unclear on your question. How responsive your animations are really depends on how you code them,  what properties you animate and how you structure your HTML and CSS. We are not aware of any limitations imposed on GSAP by third party tools, but its hard to give a firm answer without some actual specifics.
