It's actually a pretty straight forward series of steps to pull of something like this. Depending on other project requirements, things will vary here and there. But the main idea is to establish a number of planes and to make elements on those planes move at differing rates ... typically, the closer the plane to "you", the faster the elements will move by. Here is a quick CodePen explaining the principles of it.
