Can you use GSAP's timeline to execute function @ certain time?

Yes.

 

Do you have a particular case in mind?

 

You can simply use the timeline's onComplete at the end of any tween or the onStart events.

tl.to(element, 1, {x:50, onComplete:functionName});

or you can set a Tween with a delayed call:

TweenMax.delayedCall(1, functionName);

some more options;

 

If you just need to call a function you can use add()

if you need to call a function and pass in parameters you can use call()

tl.to(".green", 0.5, {scale:0.5})
  .add(myFunction) // add a function call
  .to(".orange", 0.5, {scale:0.5})
  .call(console.log, ["hello"]) // call function and pass array of parameters
