Sure, stagger tweens have an onCompleteAll parameter.

 

In a timeline it works like this:

 

var tl = new TimelineLite();


tl.staggerTo($(".box"), 1, {rotation:180, onStart:tweenStart, onStartParams:["{self}"]}, 0.2, 0, allDone);


function allDone() {
  $("#message").append("<br> all tweens are done")
}


function tweenStart(tween) {
  $("#message").append("<br> a tween has started on element" + tween.target.innerHTML)
}

If you are just using TweenMax, there would not be a position parameter so it would be

TweenMax.staggerTo($(".box"), 1, {rotation:180}, 0.2, allDone);
