Is there a method to fire a function when a label is reached in a timeline?

No, events do not fire when labels are encountered, but you can add callbacks at labels like

tl.to(mc, 1, {x:too})
tl.call(someFunction, ["hello"], "myLabel"); // call someFunction at myLabel

function someFunction(message) {
   trace(message) // hello
}
